Narrative Description of Assignment

Undertook a study in conjunction with our Associates PA Consulting Services Inc. of Canada pertaining to the design of work processes in the Judiciary. Civil and Criminal registries. A project sponsored by the World Bank and DFID.

Our review looked at the following:-

• Work processes Vs. reporting structure
• Relationship between Administration and Ad judicature departments.
• Operations of the registries and record keeping.
• Communication between Head Office and the outlying Subordinate/ Local Courts and level of supervision.
• Type of reports. if any. generated by the Magistrates/ Judges and administrative staff for each court to control administration.
• Determination of whether there was a select committee to review the performance of the Magistrates/ Judges in relation to the number of cases they are managing.
• Reporting requirements of the accountants and submissions of the Internal Auditors, including financial management.
• Quality of staff. level of education and level of supervision to determine their output in relation to their jobs.
• Strategic plan. budgets papers presented to us and commented on them.
• Systems and controls in all departments and recommended appropriate measures to be taken.
• IT department and recommended a case for IT installation in the registries in order to reduce paper.
• Cost structure of the expenses and recommended how best they could be reduced/ avoided.
