Narrative Description of Assignment
Assignment Objective
The principal objective of the assignment was to formulate a Business Plan for the NCC that will drive the Strategic Plan in order to enhance the development of construction industry in Zambia. as well as address any inadequacies in resources and institutional capacity during the implementation of the said Strategic Plan.
Scope of Work
The scope of work as elaborated in the TOR covered the following:
- Develop Business Plan for the NCC covering the entire remaining period of the Strategic Plan up to 2015:
- Develop a Business Plan to specifically address any constraints to the achievement of the NCC Strategic Plan and the mandates in the NCC Act No.13 of 2003:
- Review all available revenue options, and based on the income and expenditure projections in the Business Plan. develop all appropriate cash flows:
- Recommend on methods for NCC to attain sustainability in the medium to long term:
- Advise how on best to enhance NCC operations and recommend appropriate measures to effectively regulate and develop the industry;
- Review the existing organisational structure and propose an appropriate one to implement the strategic plan: - Establish a Monitoring and Evaluation Plan; - Propose means of benefiting from various bilateral, multilateral and trade agreements/protocols:
- Conduct Training Needs Analysis for the NCC and propose an appropriate training plan;
- Conduct Market Analysis of the industry and propose an appropriate marketing strategy; and
- Review available resources and make recommendations for appropriate resource mobilisation and utilisation plan.
